The Kelliher Economics Foundation was established in 1964 and conducted annual essay writing competitions for secondary school pupils studying economics. Hundreds of essays were received and reviewed by an independent, expert judge, who then awarded cash prizes to winning entries.

The Kelliher Economics Foundation updated this format in 2000. Each year, three (or more) young New Zealanders at secondary school, demonstrating a proven ability in Economics, are awarded a scholarship to study economics at an approved tertiary institution of their choice. Entries are invited for the Awards in June each year and close during September. Secondary school students are required to complete a questionnaire and enlist the support of a teacher or mentor to 'sponsor' their application. The Foundation will also consider requests for funding from alumni students who wish to continue to Post Graduate studies.

In 2010 64 applications from 45 schools located from Whangarei to Dunedin were received. Overall, the applications were of a high standard making the selection a difficult but rewarding task, eventuating in four full awards and, as a result of the standard, a further three one off ex gratia fee grants, where it was felt that further encouragement was justified. Going into 2011, the Kelliher Economics Foundation will be funding fees support for 19 students from undergraduate to Masters level. 113 full scholarships have been awarded since 1966.
